Law is a determining phenomenon of society and at the same time determined by it, while legal changes are often the product of social transformations, while in other cases legal transformations seek to promote new conditions in society.

Such is the case of the current situation in the Mexican State, which is facing what is its greatest legal transformation in 100 years, embodied in various structural reforms, among the most far-reaching are:

Reform to the criminal process, which incorporates the accusatory system (2008)
Reform to the Trial of Amparo and human rights (2011)
Educational reform (2013)
Energy reform (2013)
Telecommunications reform (2013)
Tax reform (2013)
Financial reform (2014)[1]

All these reforms promote legal phenomena, which together with the usual problems of Law must be the object of analysis and follow-up in their implementation, for this the action of all legal agents is required: litigants, judges, legislators, teachers and of course Law researchers who, from a scientific, legal and multidisciplinary perspective, contribute to the solution of specific situations in connection with society, hence the need to generate training programs such as this Doctorate in Law aimed at developing people capable of analytical critical of Law from a comprehensive approach.

This postgraduate course was approved in a session of the Academic Area Council dated March 1, 2016 and in the University Council on May 9, 2016
