The complex dynamic, political, economic and social that characterizes the State of Veracruz has been fundamental for the positioning of the UV, based on the fact that in the State, there are the municipalities with the highest index of marginalization and others among the 20 poorest in Mexico. On the other hand, the Coatzacoalcos river basin is one of the most polluted on the planet; The Uxpanapa jungle is also one of the most ecologically disturbed regions of the continent, whose population suffers from various problems that range from the increase in crime rates to the deterioration of health conditions.

The clear problem due to the regional diversity of Veracruz, and despite the natural wealth of its regions, has not been able to solve the main problem, of raising the level and quality of life of its inhabitants, mainly: in chronic degenerative diseases (diabetes , arterial hypertension, cancer), as well as behavioral disorders, mental health with emphasis on addictions and occupational health, traditional medicine and alternative therapies. It is necessary to carry out adequate prevention actions and timely attention to sexuality and reproduction, recognizing that women and men are subjects who have rights in relation to their sexuality and reproductive capacity, under conditions of equity. This has frequently resulted in problems with multiple dimensions that include social, political, economic, ecological, educational and health, have influenced the improvement of educational levels for the training of human resources for health in the five regions (Jalapa , Veracruz, Orizaba, Coatzacoalcos-Minatitlán and Poza Rica) where the UV is located.
