Abstract:
The present proposal, as an area of opportunity, addresses the empowerment of indigenous women, as a mechanism that seeks to achieve the development of management skills of sustainable productive organizations in the short, medium and/or long term, create individual commitment to develop their own potentialities and to generate an answer for their social change and human development. This in support of the strategy to combat poverty and social exclusion, through the development of productive projects, through the management of sustainable productive organizations that seek to improve the living conditions and social position of indigenous women.The importance of the research is that it seeks to deepen the social exclusion processes present in indigenous women, in order to propose alternative solutions in order to overcome their condition of multidimensional poverty and that seek to strengthen the actions for empowerment in the development of their management capacities themselves that are elements that promote the development of sustainable productive organizations

Abstract:
Since the creation of the National System of Researchers (SNI) in 1984, research and technological development recognizes the work of researchers adhering to the SNI, by granting an economic stimulus, gradual and correlated to the level of importance of their productivity and scientific creation, whose purpose is to promote the development of science and technology in Mexico. The Council of Science and Technology (Conacyt), defines the policy line of action in the field of scientific and technological research, in accordance with the priorities that the National Development Plan and the Special Program of Science, Technology and Innovation 2014-2018 define as national priority research areas.Currently, one of the main problems facing Mexico is the poverty they present in large sectors of the population, both in rural and urban areas. The condition of poverty makes the population suffering from it suffer economic marginalization and social exclusion, whose objective expression corresponds, among others, to the lack of opportunities for access to employment, health, education and food deprivation, these being conditions that lacerate society and that constitutes a priority: the fight against poverty and social exclusion. This invites us to ask: How to approach the fight against poverty and social exclusion, from the perspective of social research in support of the elaboration of a public policy that social development in Mexico?This document analyzes the coverage, quality and relevance of the research on poverty and social exclusion, which they carry out in the SNI-Conacyt. In a first step to answer, is to identify from two sources of analysis: 1) Identify those who do social research aimed at the study of poverty and 2) Identify the number of institutions responsible for training human resources whose research is relevant to the study of poverty, and finally, 3) Identify the degree of generational change among researchers of the SNI-Conacyt whose research is poverty

Spanish Abstract: En este trabajo se presenta la nota metodológica para la construcción del índice de pobreza multidimensional (IPM) en el Estado de Veracruz, basada en el índice desarrollado por el Oxford Poverty & Human Development Initiative (OPHI), con base en los trabajos de (Alkire–Foster, 2007) y en el cual, incluimos se el indice de exclusión social como una dimensión relevante, siendo esta un aportación en la construcción del índice de pobreza multidimensional versión 2.0, en donde se reconoce a la exclusión social como una dimensión faltante. La estimación del indice de pobreza multidimensional se ponderan 5 dimensiones: Dimensión 1 (Educación), Dimensión 2 (Acceso a los servicios de salud), Dimensión 3 (Calidad y servicios de la vivienda), Dimensión 4 (Activos en el hogar) y Dimensión 5 ( Social). El análisis de las 5 dimensiones se componen de 16 indicadores, cuya construcción de metodología de recuento, identificando la cantidad mínima de dimensiones de privación para estimar el indice de pobreza multidimensional. La fuente de información proviene de la información de los Censo Generales de Población y Vivienda 2010, correspondiente a la información contenida en la integración territorial a nivel de localidad, para las dimensiones e indicadores seleccionados, por lo que permite el análisis de evolución de la pobreza multidimensional a lo largo del período de estudio en el Estado de VeracruzEnglish Abstract: This paper presents the methodological note for the construction of the multidimensional poverty index (IPM) in the State of Veracruz, based on the index developed by the Oxford Poverty & Human Development Initiative (OPHI), based on the work of (Alkire –Foster, 2007) and in which, we include the index of social exclusion as a relevant dimension, this being a contribution in the construction of the multidimensional poverty index version 2.0, where social exclusion is recognized as a missing dimension. The estimation of the multidimensional poverty index is weighted 5 dimensions: Dimension 1 (Education), Dimension 2 (Access to health services), Dimension 3 (Quality and services of housing), Dimension 4 (Assets in the home) and Dimension 5 (Social). The analysis of the 5 dimensions consists of 16 indicators, whose construction of counting methodology, identifying the minimum amount of deprivation dimensions to estimate the multidimensional poverty index. The source of information comes from the information of the General Census of Population and Housing 2010, corresponding to the information contained in the territorial integration at the locality level, for the dimensions and selected indicators, so it allows the analysis of the evolution of multidimensional poverty throughout the study period in the State of Veracruz. Abstract:
The development of globalization, the progression of human rights, the deployment of information and communication technologies, growing social demands, the crisis of public institutions and new forms of socialization shape the circumstances of the contemporary democratic rule of law, The development of globalization, the progression of human rights, the deployment of information and communication technologies, growing social demands, the crisis of public institutions and new forms of socialization shape the circumstances of the contemporary democratic rule of law, in which public information and public management must be evaluated in order to strengthen democratic governance, under penalty of falling into governmental illegitimacy. The evaluation of public management has public information as its central input, hence the need for a theoretical framework to understand and evaluate this object of study. The critical route is: from the axiomatic to the indicators and from these to the evaluation of democratic governance. Thus, this reflection is the first step for governmental evaluation. This research recovers philosophical, juridical, political, economic and accounting aspects. Its articulating axis is the concept of public information, which is linked to those of transparency, corruption, social participation, accountability and citizen oversight, being minimum elements necessary for the understanding and evaluation of democratic governance. The concepts of public information, public management and democratic governance are framed in the context of the democratic rule of law at the federal and local levels in Mexico, particularly in the case of Veracruz; it is a phenomenon that poses several problems and/or problems of different order. However, it is necessary to employ a systematic approach and interdisciplinary perspectives are required in order to establish feasible alternatives. A problem of the phenomenon in question refers to the evaluation of public management, which in turn requires conceptual analysis on the notions of «public information», «transparency», «corruption», «social participation», «accountability», «citizen oversight» and with it clarify the concept of «democratic governance». To understand the phenomenon of democratic governance through the articulation of concepts of public information, transparency, corruption, social participation, accountability and citizen oversight, using an interdisciplinary and axiomatic approach to generate a theoretical atlas in order to develop objective criteria for evaluation and, where appropriate, for the design of feasible public policy

A first approach to the concept of public finances, requires clearing the veil between public and private. This first differentiation is what gives sustenance and subject to the study of public finances, since it deals with the management and administration of public money, through the rules of operation and rules, to channel the public resource to respond to the needs of society. From the recognition of public character, from here arises, a first look of complexity, not only for the management of public resources refers, but because it is expected a correct application of them to give attention to the needs that pose to citizens to the State, who is ultimately responsible for decisions regarding economic and fiscal policy, and who seek to respond to social needs, whose outcome is expected, has a positive social impact. A subject as complex as it is observed, requires the support of the sciences such as economics, administration, sociology, psychology, and mainly of law, philosophy and political science, among others, in the construction of decision and operation for the management of public resources, in which transparency and adequate management of public resources are privileged. In Mexico, the management of public resources has been harshly questioned to the State, mainly in its three levels of government, by the lack of transparency in the application of these, by the public administration, is so far, matter of a process subject to constant revision. This paper presents the proposal of the citizen alert as an element that allows the operation of the National Anticorruption System and the State Anticorruption System where citizens’ denunciation of events that may be constitutive of crime and based on a protection system is privileged. of witnesses that guarantees the full exercise of the citizen’s demand before the State in the fulfillment and application of public resources to solve social needs
