Orientation

Currently, a high-quality medical practice can be distinguished from the performance of three substantive professional functions: The provision of medical care, the development of research, and the educational service.

These three functions, around which the Family Medicine Study Plans is organized, make up a professional exercise in which medical care gives origin and reason for research, and the educational function represents the vehicle that allows the constant integration action-knowledge-action.

Justification

The General Study Plan for Medical Specialties of the Universidad Veracruzana is justified by the epidemiological profile of the State of Veracruz, by the need for medical specialists and by the need to update the study plans, most of which have been in place for more than ten years old.

Veracruz is one of the 32 states that make up the Mexican Republic; it has an area of 71,820 km2 and due to its extension it is the eleventh state of the country in continental space; it has a population of 7,643,194 inhabitants (INEGI: National

Population and Housing Census 2010) and, in this area, ranks third nationally, only behind the State of Mexico and the Federal District. Some relevant demographic data to justify the training of medical specialists are: 1) The aging index (ratio of the population aged 60 and over to the population under 15 years old) at the national level shows that for every 100 children there are 37 older adults. According to the 2010 National Population and Housing Census, Veracruz has the second highest rate of aging in the country, with 52 older adults for every 100 children; 2) among women between the ages of 15 and 19, 2 deaths are recorded for every 100 live births; while in those between 45 and 49 years old, the percentage of deaths is 6.4%; 3) more than 315 thousand people (4.2% of the total population of the state) have some physical or mental difficulty to carry out their daily activities; 49.3% of people with limitations have difficulty walking or moving; 30.2% have sight problems; 10.1% have mental disability. According to the Epidemiological and Statistical System of Deaths 2009, Veracruz is the state with the fourth highest general mortality rate in the country (5.6 per thousand inhabitants), only surpassed by Chihuahua, the Federal District and Oaxaca; the infant mortality rate is also the fourth highest in the country. The probability of dying is 17.3 per thousand inhabitants under one year of age; it is the entity with the second highest mortality rate from cervical-uterine cancer: 21.7 per 100,000 women aged 25 and over die from this cause; it is the second entity with the highest mortality rate from HIV/AIDS, with 20.4 deaths per 100,000 inhabitants between 25 and 44 years of age; it is the fifth entity with the highest mortality rate due to diabetes mellitus, for every 100 thousand inhabitants, 79.3 deaths are registered.

To meet the health needs of the population in the state of Veracruz, there are 164 health establishments (2.3 per 100,000 inhabitants), of which 37 are specialty hospitals, served by 1,506 medical specialists. The rate of medical specialists in Veracruz is 20.7 per 100,000 inhabitants (at the national level it is 47.7 per 100,000 inhabitants) and ranks 28th nationally for the number of medical specialists. This situation is reflected in the number of specialized medicine consultations received by the population: at the national level, the population receives 422 specialized consultations per thousand inhabitants and the population of Veracruz receives 356. To train medical specialists in the state of Veracruz, the Universidad Veracruzana has signed agreements with health institutions in the state since 1982, and since then its academic programs have been practically the same as those of the UNAM School of Medicine, so as of 1994, it has assumed the Single Program of Medical Specialties (PUEM), the same which it has worked with some of its own modifications. The PUEM has meant a fundamental advance for the training of medical specialists in Mexico and, certainly, has great successes, which the present proposal takes up again. Among its areas of opportunity are the implementation of formal educational activities on:

  • Physician-patient communication and patient-centered medical care.
  • Health systems based on primary care and the role of the medical specialist in them.
  • Comprehensive specialist training: respectful interpersonal relationships with other doctors and health professionals, stress management and self-care.
  • The training of the medical specialist in the various scenarios of the National Health System and its optimal insertion in the perspective of its functional integration process.
  • The responsible participation of medical personnel in the processes of seeking patient safety, as well as in those of accreditation and certification of medical care establishments.
  • Knowledge and appreciation of health policies, systems and services.
  • The continuous and permanent work in all the professional functions of the doctor: clinical care, research and education.

Mission

The mission of the PEGEM is to train medical specialists with professional skills in medical care, research, medical education and the management of health units, with the purpose of helping to improve the health services offered in the entity and the conditions of health of the people of Veracruz.

Vision

To be a nationally and internationally recognized medical specialty in the training of medical specialists in Family Medicine, whose graduates are recognized for the quality of specialized humanistic care and for excellence in their work performance, impacting the development of Family Medicine at the state and national.

Objective

The general objective of the PEGEM is the training of medical specialists of optimal quality in each of the receiving centers of residents in the state of Veracruz, through the reinforcement, systematization and homologation of the appropriate academic activities.

  • Train medical specialists with clinical practice centered on the patient.
  • Train medical specialists with clinical practice based on evidence.
  • Train medical specialists with critical reading skills of the medical-scientific literature.
  • Train medical specialists with the ability to contribute to the training of general practitioners and specialists.
  • Train medical specialists with an attitude of continuous professional improvement.
  • Train medical specialists capable of exercising and performing professionally, efficiently and effectively, in any of the health institutions in the country.

Train medical specialists capable of teamwork at all levels of medical care.
