Justification
It is not strange nowadays to listen, read and even talk about air quality, quality of life and, perhaps more frequently, the quality of a product or service that is contracted, bought or received. The truth is that the concept of quality has been, over the past 20 years, one of the ‘meta-ideas’ that has dominated and influenced globally, invading both the private and public sectors (Micklethwait and Wooldridge, 1996). The apparent success of the concept of quality makes it an interesting object of study, especially due to the fact that quality seems to have many edges.Due to this wide variety of meanings and connotations, for some authors the term quality is a «elusive» concept. That is to say, that the word implies different things for different people, thus having different perspectives and orientations depending on who refers it, the measures applied and the context within which it is considered. Despite all the possible definitions, it is clear that there is still no consensus, however, they all have to do with a product / service or with the processes associated with such products / services. According to Sahney et al. (2004) from the perspective of the consumer or user, service-based definitions are more useful. However, from the perspective of the organization that provides goods and / or services the process-based perspective is the most used.

Even though ideas about quality have been present since the 1950s through the work of Deming (1986), Juran (1989), Crosby (1979), as well as Feigenbaum (1961) and Ishikawa (1985), this one The concept has not only evolved but has also extended to other business areas outside the industry and without risk of making mistakes, worldwide. Proof of this are the emergence of different agencies dedicated to the subject and the certification of processes in the international and national spheres, together with the liberalization of the economies, the opening of borders, markets and services, in the context of the multicited globalization, understood this as the set of technological, economic and political innovations that reduce economic, political and cultural exchange barriers. It is thus promoted that the institutions, society and the different interest groups that comprise it, in addition to the governments themselves in this global world, should share the objective of increasing excellence in all areas and related to global and local spaces.

In the regional context it can be ensured that as an institution dedicated to the training of human resources, it is convinced that it is always possible to improve. In this regard, it is worth noting the little or no offer of training programs aimed at quality management at the national level, especially at the level of public higher education institutions (HEIs). According to the records of the national registry of CONACyT, only a private institution has a Master’s program in Administration of Quality and Productivity Systems within the PNPC. Outside this registry, the universities of Guadalajara, the Valley of Mexico, the Autonomous University of Tamaulipas and the Universidad Veracruzana have Master’s programs in Quality Management, however, considering the potential demand at the country level, this offer is insufficient. Therefore, this situation is seen as an opportunity to analyze the offer of a master’s degree that until now is still in demand, but that requires rethinking its curriculum proposal, not only in accordance with the needs of the closest environment in terms of training, but also regarding the linking of a program of this nature with the different economic and social sectors.

In the particular case of our environment, it is significant the creation of a state public body dedicated not only to promoting quality and competitiveness, but to recognizing it and at the same time providing different companies, groups and organizations with the necessary elements for competition. in a scenario of economic, political and cultural openness (ICAVE). In this order of ideas, the tendencies indicated up to now require a space, not only for the reflection and analysis of a multidimensional phenomenon such as quality and management, but also to train human resources capable of understanding, managing and Make proposals for improvement, whatever your field of professional performance. In this sense, the curricular rethinking of a Master’s Degree in Quality Management is proposed whose fundamental purpose is to train professionals in consulting and advising for quality management with a high level of leadership, capable of designing, implementing, operating, evaluating and improving systems. of quality management without neglecting the protection of the environment in the public and private spheres.

Mission

The Master in Quality Management offered by the Universidad Veracruzana, aims to prepare professionals from different disciplines as responsible, honest, versatile professionals, with a high sense of teamwork and universal ethical values, with solid knowledge in the area of ​​quality able to contribute to raising the assurance, improvement and quality management in the different organizations where they work; as well as manage projects and research attached to the lines of generation and application of the knowledge of the master’s degree.

Vision

The Master in Quality Management, points its efforts to become a postgraduate educational program consolidated and recognized nationally and internationally by society, companies, government institutions and other educational entities, reaching the leadership in the area of ​​Quality Management , through a control system in its organization and administration, with the majority of its instructors with a PhD degree, developing high-impact projects, providing current and innovative education and following up the procedures for their analysis and improvement.

Training professionals in consulting and advice for total quality with a high level of leadership, capable of designing, implementing, operating, evaluating and improving quality management systems in all types of organizations without neglecting the environment.

General Objectives

Train and update professionals in consulting and advising for quality management with a high level of leadership, capable of designing, implementing, operating, evaluating and improving quality management systems without neglecting the protection of the environment in public and private institutions where they work

Particular objectives

Develop in the participant competencies that allow him to design, document, implement, audit, improve and maintain a quality management system in accordance with the requirements established by international standards.
Train human resources in accordance with the scientific and technological development of the country with skills that allow it to be incorporated into specific areas of quality management.
Develop in students the knowledge and skills to manage information in decision making and efficiently use statistical tools for quality management.
Develop in the student the theoretical-methodological training for research in the field of quality management.
Promote in the student through the processes of scientific research, an analytical, critical and innovative attitude for continuous improvement and quality management.

Goals

Achieve a terminal efficiency of at least 70% per generational cohort.
Ensure that a minimum of 70% of the reception work developed by students are of practical application in the organizations with which agreements are made, and that they can also be presented in forums or academic events.
Specify all collaboration agreements with the organizations involved – by generation – for the realization of the corresponding professional practices.
All students will carry out practical training stays associated with their Integrative Project.
At least 50% of the students will carry out national or international mobility actions.
Design, organize and carry out between the NABs and the students, at least once a year, a regional seminar for discussion and analysis of the state of the art in terms of quality management systems.
